One alternative:

1) Create a new management class with copygroup frequency setting of 9999

2) In your include/exclude list, bind the 3 directories to this new
management class

3a) Define schedules to perform selective backup on these three
directories

   OR

3b) Define an admin schedule to update the new management classes's
copygroup frequency to 0 and mode to absolute, just before the client
schedule runs. Before the next day's backup runs, you'll need another
admin schedule to reset the management class to its prior settings. Don't
forget to also include the ACTIVATE POLICYSET command... probably best
accomplished by defining scripts that update the management class and
activate the policy set, then defining admin schedules to run the scripts.

   OR

3c) Similar to (3b) above, define a script to change copygroup frequency
to 0 and activate policy set, then define an admin schedule to run that
script before the backup occurs. You'll need to define and schedule
another script that resets the copygroup frequency to 9999 and activates
the policy set that runs after the weekly backup completes but before the
next day's backup runs.

These are just some suggestions for doing this...

I have a server that I want to incrementally backup everything except 3
directories and all their sub-dirs content.  Then, I want to just backup
those files and directories once a week.  Any ideas for the best way to
approach this?
