backup of root direcotories when they do not change

Hey gang. Quick question. I am running tsm 5.1.6.3 on w2k. I have
clients backing up base folders (i.e \winnt\) when the folder does not
change. Is it being backed up because a file under the base directory is
changing and if so is there a way I can keep those folders from backing up
unless they are new and have never been backed up.
