Wrong.  You can certainly restore directly from copy storage pool volumes, as 
the
Admin Guide specifies, and was recently discussed on the List.  This ability is
vital to rapidly recovering from a disaster, in getting critical systems back
that much faster, before total primary storage pool recovery.
