There is an APAR for this Problem:

DEFINE DRIVE AND DEFINE PATH COMMANDS NOT NEEDED WHEN SETTING
UP TSM LIBRARY CLIENT COMMUNICATIONS TO THE TSM LIBRARY MANAGER.


ERROR DESCRIPTION:
When setting up the TSM library client server, TSM Administrator
Guide v5.1 documentation currently states to do the following:
  6. Define the drives in the library.
    define drive sangroupdrivea element=1030
    define drive sangroupdriveb element=1031
  7. Define the path from the server to each of the drives.

    define path astro drivea srctype=server desttype=drive
      library=sangroup device=mt0.1.0.2
    define path astro driveb srctype=server desttype=drive
      library=sangroup device=mt0.2.0.2
.
  As of TSM 5.1 server, it is no longer required to do the above
  steps as part of a TSM library client server install.  These
  steps can be skipped as part of the TSM library client setup,
  and the next step taken (define the device class for the TSM
  library client server).

  Documentation needs to be updated to reflect the changes in
  TSM library client server setup.
