prole for TDP R/3 does not start

/usr/tivoli/tsm/tdp_r3/ora/prole -p tdpr3ora
Problem: error with socket (port=backint)

The dsm.sys is looking at tcpport 1600, which worked fine before I upgraded
from ADSM/backint to TSM/TDP.

Any ideas?
