I have not seen this, but I would assume TSM process in the order which
the command was received.

So what you're saying is if I start 2 processes to copy 2 disk pools to
separate tapes and both take a separate tape drive the smaller pool that was
started second won't finish before the first one.

I don't see why a process that does not need a tape drive can't finish
before one that does, that makes no sense to me. It's as if the system can
only do one thing at a time.
