It appears that, while you may have deleted the application and its
supporting files, your new implementation is making use of the volume
history file. Since the volhist file indicates the current use of all tapes,
it thinks your old database backup is still valid.

The best way to get the TSM server to relabel and reuse the tape is to
delete all but the most recent of your database backups. (You can't delete
the latest backup.) Just run

        del volhist type=dbb todate=today-1

This will delete all volume history references to database backups except
those that have been made in the last two days.
