A couple of observations:

Is that a mail or application server? Judging by the Exclude statements
you added to the dsm.opt you are only excluding the databases and templates
on the root of Notes directory:
          Exclude *:\notes\data\*.ft
          Exclude *:\notes\data\*.nsf

I assume you want to exclude all databases in the \notes\data\mail,
\notes\data\mail\a, etc. so a slight change to the Exclude will help:

         Exclude *:\...\*.nsf
         Exclude *:\...\*.ft
and possibly
         Exclude *:\...\*.ntf

-Also, is the Domino Console or log.nsf showing where databases are getting
new DBIID's assigned? The incremental will not pick up any of them until the
new DBIID's assigned? The incremental will not pick up any of them until the
ID changes. Were there any new assignments after you made the changes to the
dsm.opt?
