Anyway, on page 86 this document states:
"Whenever a drive requires cleaning, it alerts you with a message on the
library operator panel or host console.
...
Host cleaning 
Host/Application maintained and activated is the default condition. Host
cleaning enables the server to detect the need to clean an Ultrium Tape
Drive and to control the cleaning process. The cleaning cartridge must be
stored in one of the available storage slots within the library. For more
information, see the section about cleaning in your application software
documentation. 
Manual cleaning 
Manual cleaning requires that you use the Move Media command from the
library s operator panel to insert a cleaning cartridge into the library
to perform cleaning on one or more of the Ultrium Tape Drives (see  Move
Media Dialog  on page 106). "

To me this means, that you 
either watch the library's operator panel, and response to a drive's      need 
to be cleaned by inserting a cleaning cartrige and using the 
  Move Media Dialog, 
or let the application software, i.e. TSM, control the cleaning.

I strongly prefer the second method. And I'm sharing Tomá¹ Hrouda's
concerns: Our 3583, which is in production since Feb. 2001 and 
currently receives about 60 GB data per night, has never cleaned a
drive, at least according to the "Cleanings Left" number yielded by
"QUERY LIBVOL". I just started a cleaning cycle by hand ("CLEAN DRIVE"),
just to verify that this changes the "Cleanings Left" number. It does.
