This is documented in the Admin Guide about directories stored in backup
storage (and numerous APAR's to "fix" over the years since v1).

When directory information is stored for backups, TSM attempts to keep all
the info in the TSM database;  if there is more data than the data base can
hold (due to long path names and/or ACL's), it uses backup storage so must
choose a management class -- TSM chooses the management class will longest
retention (maybe the default, maybe not), to ensure any data that must be
restored can also recover its associated directory.  Ed stated the rule much
more succinctly.
