Are you asking how to best backup your NDS structure?

You are correct, you only need to back up NDS from selected servers. We have a 
primary NDS box and a couple that hold replicas of the domain. Luckily we have 
never had to restore that structure, our testing has been successfull but 
painfully slow.

So, pick a few servers and put the domain all-local NDS statement in the option 
file. The Netware admins are responsible for keeping enough valid copies of the 
tree around.
