Your maxscratch tapes are calculated in this.  I see you have 1000.  I'm
sure you're not using 1000 tapes at high utilization.  Lower maxscratch and
the utilization percentage will go up.

Initially, tape pool capacity will be maxscratch * capacity per tape.  So if
you are using AIT2, it would be maxscratch * 50 GB.  As tapes fill and
exceed 50 GB (due to compression), the equation varies a bit.  It starts to
take an average of capacity per/tape and multiplies by maxscratch.

This all bogus since you can't really know what compression rates you're
going to get so overall capacity is an unknown (unless you turn compression
off).
