You are basically on the right track. You don't have to do one monster
'backup stgpool' command. You can do a series of backup operations as data
flows into the onsite L700 pool and populate the offsite L700 pool
incrementally.

If you have large amounts of data in relatively short lived database backups,
you may want to start sending new backups to L700 and wait a while to migrate
old backups from 3570 tape. This would allow a large portion of the data to
age off, eliminating the need to migrate it.

The phrase 'destroy the 3570 tapes' makes me cringe a bit. The clean way to
deal with the old tapes once you have a full set of offsite copies on L700
tapes is to run 'delete volume' commands with 'discarddata=yes'.
