I could be false, be I believe I remember we had the same problem, until
we updated values in the SDG, as said before : 
1) disableCC
2) setHost 0, "aix"   or   setHost  0  AIX
3) setHost 1, "aix"   or   setHost  1  AIX
4) and reboot the device.
5) remove the tape drives (rmdev -dl rmt?), the fiber object (rmdev -Rdl
fcs?), and then rerun cfgmgr.
