The current licence mechanism 
   does not prevent users from running unlicenced since all licence files are 
provided
   does not accurately account for the clients that are licenced because 
multiple clients can exist on a single machine
   causes errors such as the recent inability to add more than one licence of a 
given type.

Why bother with a licence management component of the product at all?
