Have you tried an ftp between this client and the TSM server to ensure that
it's a TSM problem rather than some network problem?

ftp a reasonably large file and then back it up using TSM.  The elapsed
transfer times should be similar.  If ftp is much, much faster then you have
a TSM client problem.  If it isn't', you have a network problem.
