Not really,

With a backupset, you can restore a client without a TSM server. So, it
could be very handy to restore a stand-alone TSM server or to make a
backupset from your most important clients and put the tapes in a safe, so
you can restore the clients even without the server. (you need a single 3570
drive too, to connect to the client).

To restore the database of TSM, you can use jl. export node. Than you put
all the client data and database pages of that client on tapes, and you can
read it back to the TSM server. You can also do this with the policies and
client schedules.
Perhaps an export all had saved you a lot of risk.
If you use an export don't forget to print out the volume history, you shall
need the names of the tapes.
