When you have caching on data is still migrated.  So yes you will have data
in your onsite tape pool as well as on disk.  As long as your storage pool
copies are completing successfully then you will also have a copy in our
offsite pool.  Lastly, the drop in % utilized may have been do to
expiration.  I believe that when expiration expires a file it removes cached
copies as well.
