Richard,

It's not a 3494 ( I wish it were )
It's a standalone 3590 drive with a 10 slot magazine.
So can TSM dictate to clean the drive or does the drive need to do it
itself?
Any way to check ?

As Balanand indicates, TSM is not involved in drive cleaning on libraries
where a library manager controls the facilities.  If by "3590 library"
you mean a 3494, it needs to be configured to recognize volsers with a
specific mask value (usually, "CLN") and have stored cleaning cartridges
with that in their barcode labels.  Refer to the 3494 Operator Guide
manual.
Doing 'mtlib -l /dev/lmcp0 -qL' should reveal the number of cleaner
cycles available on your cartridges.  If null, it doesn't know about them.
