Take a look at the dsm.opt that the TDP is using-- there may be something afoul
with the inclexcl statements.

I've got a client who is running TDP for Domino (version 1.1.1, I
believe) on both Windows NT and Windows 2000 servers. His NT boxes back
up his .NSF files just fine, but his 2000 boxes only get a handful of
backups nightly, when he should be getting several hundred .NSF files
backing up each night per Notes server. His TSM log files show nothing
unusual.

Has anyone else seen anything like this?
