Thanks for your help James.  I defined a new device class and associated
some disk space to it.  I then ran the generate backup command to the new
device class. Success!

You don't have to create a new storage pool for this process.
All you have to do is define a device class of type=file and maxsize of
640MB.  (If it needs to fit on a cd-rom)

Then run the generate backupset command using the new devclass.
I would name it file640 to make it easy to remember.
