The lastest client for windows is available for ftp at site

service.boulder.ibm.com

in directory

/storage/tivoli-storage-management/maintenance/client/v4r1/Windows/i386/v412

The ftp site had several other alias.

One is the old adsm ftp site name of index.storsys.ibm.com which puts you
one level down on the above directory.

If you go to www.redbooks.ibm.com, you can find a draft copy of book that
gives you best pratices for this level of the client.
