F Y I ... there is a SHOW INCLEXCL command you can issue from dsmc client
that will resolve the list - makes it easy to see what kinds of changes work
vs. don't work when trying to solve these kinds of puzzles.  It is the
client code that controls this, but it also must resolve inclexcl entries
associated with the node on the server (ie, ClientOpts settings).

Also, this support has been somewhat service-level (and, sometimes,
platform) dependent... you didn't say your client level.  If you're still
using ADSM, there were various issues up thru 3.1.0.7 f2.  We're now on
3.7.2.01 and I think all ours are finally working as advertised!

the exclude.fs should be just the name of the mount point, i.e.
   EXCLUDE.FS /ofa1/*          <---- this is wrong
   EXCLUDE.FS /ofa1            <---- I think this will work
