I've just finished installing 4.1 on several AIX machines.  All of them went
well.  The quick start guide was not very clear and was actually wrong in
more than one place.

Your problem sounds to me like you need to create your log and db.
ie...  from /usr/tivoli/tsm/server/bin

dsmfmt -db dbvol (size)
dsmfmt -log logvol (size)

dsmserv format 1/tsmlog/log 1 /tsmdb/db

Don't forget the web admin interface.  The manual has a typo or something.
The command to start the webadmin interface is actually:
dsmserv runfile /usr/tivoli/tsm/server/webimages dsmserv.idl

If you do not run that last command the web interface will appear but will
not function.

Despite what the manual said about a log and a db being created during the
install it did not happen for me the 4 times I installed it.  Otherwise the
smitty installation went without a hitch.  The quick start manual is very
choppy and misleading but it is all in there.  Have fun!  I know I did!
