Hello everyone.

In the past (at version 3.1.2) whenever I needed to force pending volumes
to scratch, I would temporarily set the REUSEDELAY to 0 for the
corresponding storage pool and run an EXPIRE INVENTORY.

Recently I needed to do this on a 3.7.2 server and it didn't work.  I had
to leave the REUSEDELAY at 0 overnight and at some point the volume in
question got deleted from the storage pool and returned to scratch.

My question is: what TSM server process does the pending-to-scratch
processing, when does it run, and can it be forced?  I assumed that it was
expiration processing since that used to work.  Did it get changed in 3.7
(the developers seem to be constantly working with expiration processing)
or should that have worked for me?
