web gui does not prompt for password

Hi all,

We just install the lastest AIX TSM server (3.7.3.6) and client (3.7.2.15).
We set the passwordaccess to be prompt and it works when we use command line
mode; but when we bring up a web client, it shows ANS2604S (The Web client
agent was unable to authenticate with the server.) and the dsmwebcl.log
shows:
