1) Yes. That's what it is for.
2) It's done by the EBU or RMAN logic. This would be an incremental backup.
3) Depends on how much data is updated during an incremental cycle. This is
site dependent.
4) Oracle agent configuration is done separate from the "normal" TSM Client.
The data is send to the TSM Server by an API which must be linked with the
Oracle database.

I have installed and configured this once. It was not an easy task. You have
to play around with Oracle RMAN or EBU. There is no logic in RMAN for
automatically deleting old backups. So you must write your own scripts which
do this (by RMAN commands).

Once the TSM agent (API) is configured and working your interface for doing
backups and restores will be RMAN or EBU. So the key point is knowledge
about this tools.

An incremental Oracle Backup is not an TSM incremental backup. It is a
"normal" cycle where in case of a restore you have to apply full -
incremental - incremental .... to become uptodate.

When there is no business need for having the database up 24x7 then I would
stick to the "old" method.
