My memory banks recall ARCTVEXT that should be called by *SM to release
tapes to CA-1. ARCTVEXT originally communicated between DFHSM and CA-1. ADSM
borrowed upon this same concept. If I remember correctly, not only do you
need the proper CA-1 EDM parameters in the PPOPTION data set, but you must
also make sure (ie: re-assemble) ARCTVEXT and/or TMSTVEXT from CA-1. These
exits used to be provided by CA.

Perhaps worth a look into.
