Yes, HSM works pretty well on NFS exported
filesystems.  All of my HSM filesystems are NFS
exported to clients that do not have the HSM software
resident.  Once an NFS client accesses a file that is
on a mounted HSM filesystem, an automatic recall of
the file is issued.  One drawback is that the NFS
clients don't have access to the HSM dsm* commands -
so users are not able to issue recalls and migrated
interactively.

Couple of tips:
1.  Make sure that the recall mode for these HSM
migrated files is "normal", i.e, not migrate-on-close
or read-without-recall.  NFS opens and closes files
multiple times when accessed by an NFS client, so your
performance will plummet.
2.  Use hard background mounts when mounting these
filesystems to the NFS clients.  I have some
applications on the NFS clients that access files in
these HSM filesystems - and not all applications will
wait the necessary time for the file to be recalled.
Had some major problems with the application erroring,
only because it couldn't wait for the file to be
recalled.

I have a copy of the redbook, "Using ADSM HSM", that
is no telling how old - but anyway, it has a chapter
in it entitled "Migrating NFS File Systems".  It gives
a step-by-step on what to do and what not.
