See the following parameters for dsmcutil:


/CLUSTERNODE:[yes|no]       -  Indicates that the scheduler service should
                               run in cluster mode

/CLUSTERNAME:clustername    -  Cluster name

/FORCE:[yes|no]             -  Forces use of specified CLUSTERNODE and
                               CLUSTERNAME settings with SHOWPW and UPDATEPW

An update specifying these parameters should help correct the missing key.
