The solution is:

ENDSVRADSM.
Save entire system (to be on the safe side, not must).
STRSVRADSM SVRMODE(*PRPWEB).
STRSVRADSM.
http://servername:1580 (works perfect).

IBM's Help:
*PRPWEB Specifies that the server databases will be prepared to permit use
of administration of the server by web browsers.
In this mode the server will start, perform the database upgrade, and then
stop.
