I'm not on TSM yet, so don't. I would not expect to have to use it unless
one needed to reclaim a db volume and fragmentation caused partial use of
blocks throughout all the db volumes. The actual architecture of the db
is undisclosed, but I believe that in daily operation fragmentation is a
good thing in having free space distributed throughout the db, for record
extension and addition of related info, which would enhance retrieval
performance.
