What tool are you using to create and activate the set?
The Web admin of the command line.
Make sure you activated the Policy set this copy group is a member of?
You can only change the non-active policy set, then after you modify it you
must return to the Policy Set's and activate the one you just made changes
to.
You may try to validate the policy set for more information..
