The 14.1 percent means that the other 85.9% is occupied by old data that
has been expired.  You need to either set a reclaim threshold on this tape
pool that will cause reclaimation to run, or pick out the Full tapes with
the lowest 'Pct Util', and issue move data commands against them.  In both
cases (move data and relcaimation), the active data will be copied to
another tape, freeing the tape for reuse (after the reuse time on the tape
pool expires).

See the help for command "move data", and "update stg", specifically the
options "reclaim=" and "reuse=".  You can get an idea of how much space
can be reclaimed by looking at the "Pct Util" of "q stg", and the command
"q stg your-tape-pool f=d" to see the reuse and relcaim values.
