Sorry, I should have mentioned that I checked the storage pool and it is fine. I
have it set to migrate every morning at 09:00. The archive runs at 02:00. I
checked the actlog and no migration is happening before 09:00.

Bill,
Is the disk pool full or has it hit the high threshold? If it is, the
archive will go to the next available storage pool which is usually a tape pool.
