Why should you not do it?
It is pretty simillar to the praxis of permanently 
keeping directories in disk storage pools.
Once you are short on disk storage pool space, 
you can migrate, anyway.

I already played with that idea - 
if you can use cheap, slow, large disks,
maybe raid5 or even no raid, than
this solution is even not really expensive.
And if you could manage to keep only active files
backups there.. ( I believe TSM 3.7 has 
some new  configuration options for migrating
files, like file age - maybe it helps something )
