Error 1450 is specifically related to Paged Pool Memory, so I would
specifically check the amount of paged pool memory available.

NT has a fixed limit of paged-pool memory at 192Mb. Check that you're not
trying to exceed that. (see Microsoft PSS Q142719)
If you are then you're pretty much out of luck, until Microsoft can find a
way around that.

You might also be suffering the effects of a bug introduced at Service Pack
4. (See Microsoft PSS Q236964)
If so then the fix is to upgrade to Service Pack 6A. Note: Not service pack
6. It had some serious problems with Winsock apps

Why not just shove some more RAM in the machine first before trying the
above though. It's less risky than introducing the latest service pack.
