tcpwindowsize cannot exceed the no setting for thewall.  Use
no -o thewall to inspect your setting, change it with
no -o thewall=<your new value>.  RTFM on "no" for further
details.  Also, the "AIX Performance Tuning Guide" redbook
and "AIX Performance Tools in Focus" redbooks are helpful.
