Jialin,

The ADSM server cannot connect to the client because:
1. The scheduler is not running.
2. Port 1501 is not opened (on a firewall (if any))
3. The client network adress is mistyped in dsm.opt
the server tries to contact the client trough the wrong adress.
4. If the scheduler is running on an specific NT account, check if the
account is not locked.
5. The scheduler appears to be running, but it actualy hangs.
6. The client was booting at the scheduled time.

The fact that the web-connection works, is no garantee that the scheduler
works. Both services operate independantly.
If the client can connect to the server, but not vice-versa, that mostly
points to one of above mentioned reasons.
Try excluding each option above, and find the source of the problem.

Met vriendelijke groet,
Kind regards,
