You can use a manual library, but it's not easy to do large scale restores
this way.  Setting it up is easy.  In your devconfig.out file, you can
diddle the define library statement to reflect a manual library.  Then after
you've recovered the db, you will need to alter the definition of that same
library within *SM itself (the devconfig.out definitions only apply during a
dsmserv restore db operation and don't persist when you bring *SM up after
the restore).

IMHO, the DR site should look as much like the original site as money will
allow.  I would skimp elsewhere, but I would make sure I had a library,
especially if you have lots of tapes.
