backup copy pool process and bad tapes, not marked readonly

I had a copypool process fail because of a possible bad tape, but what is
interesting is it said it would of marked the tape readonly, but instead it
released the tape back to scratch pool. ADSM 3.1.2.50/Atape 5.0.1
