The absence of dsmserv.dsk following the TSM 3.7 install on AIX 4.3.3 could
well
be the result of a problem during installation, like a full /usr.  You don't
indicate what transpired during the install, so I'd recommend examining your
resulting smit.log file, to hopefully reveal what went wrong.  (And if
dsmserv.dsk
is not in the install directory, other stuff may be missing as well.)
