You get all of the TSM server features with the base kit.  However, they
only work if you license them.  To legally do that you must posess a paper
license for the feature.  If you have such a license, say for DRM, then you
can issue a

tsm> register license file=drm.lic

If you don't have a license don't do this.

As for the contents of the rest of the CDs.  In the case of Agents and
clients, these are indeed included, along with their license files (for TDP
for exchange, say) on the CDs you have in your hands.
