TSO Admin client: TCP/IP connection failure: Solved.

After starting the TSO Admin client and after entering the administrator's
userid I got the following messages in the dsmerror.log:

TcpOpen(): socket(): errno = 156
TcpOpen: Error creating TCP/IP socket.
sessOpen: Failure in communications open call. rc: -50
ANS1017E Session rejected: TCP/IP connection failure
ANS8023E Unable to establish session with server.

The above mentioned messages occur when the user has a RACF OMVS segment but no
existing home
directory (being a HFS file). (errno 156 represents an error in EMVSINITIAL).
