Jordan,

For the tapes in question:  Try checking them out, and then checking it back
in as a scratch.  We saw tapes like this that were marked as private, but did
not have a use of Data or DBbackup and they turned out to be empty tapes.  How
ADSM got confused and marked them as private, I'm not sure. Once they were
checked back in, they turned to scratch.
