Sorry. This was a "standard" problem, already happened
to me and is quite common on the list. I didn4t take
the correct time to investigate your data.

Are volumes checked in correctly ? Q VOL shows all of
them ?

When you first labeled them, did you do checkin=scratch ?

Are the labels phisically written to the first tracks
of the tape ? I had problems when I labeled 3590 volumes
in a 3494 and put labelsource=barcode, so the label
wasn4t phisically written on the tape.

What is DEVICE TYPE=WORM ? What kind of media the
3995 use ? DLT ? 3570 ?

the maxscratch is set to 20, and there are 20 cartiges in the library.
No cartrige is in private state.
