NT-Shortcuts: LinkResolveIgnoreLinkInfo for "All Users" ?

ADSM-Client 3.1.7 on NT 4.0 (SP5):

I found the pointer towards the solution of another problem:
Local Desktop-Shortcuts were no longer working for anyone but root,
(or to put it in the correct term "Administrator"). Errormessage was:

"Wrong Password or unknown Username for \\MOBY\C$"
#######################################################################
The document mentioned above states a method of inventing a
DWORD "LinkResolveIgnoreLinkInfo" for "Current User" and "Default
User".
My question is:

What to do if 20 or 50 Persons have to be able to work
on the machine again ?
#########################################################
"Default User" is ony for future Accounts, not for those
(Domain-)Accounts allready existent.
Do I have to add each of them to local Administrator and log on on the
account in order to change their "Current User"s one by one ?
#######################################################################
Why is adsm not able to make a *complete* Incremental Backup of Windows
NT ?

History:
Doing a Disaster Recovery onto WInNT 4.0 (SP 5) I was following the
- ADSM Bare Metal Recovery Guide
Because ADSM (client 3.1.7) lacks the ability to save and keep track
with the DOS-kompatibel 8.3-Names (~1 and ~2 therefore are created
in the undeterminitic sequence of arrival of similar directories
from the server) I had to temporary name and rename back these
similar directories in the right order.
