You are using polling mode scheduling.  Whenever a client asks the server
for a schedule, it is assigned a random start time in the first half of the
startup window.  So, each time the client asks, he'll be given a different
start time.  In your case, the backup, probably an incremental, will be
started in 3 hours and 46 minutes.
