If you don't use the user option at the client all users should be able to
access a nodes data.

the client scheduler, started with root authority, makes root the owner of
a scheduled backup files.

q access and set access are client commands not for use through the admin
client.

Another way is to define an administrator with a class of node and grant
him access or owner authority.
