Well it may be free depending on how it was purchased.  

I purchased ADSM 3.1 for Windows NT in March 99(months ago).  I am now told 
that this is NOT a free upgrade because my reseller (Ingram Micro) sold me the 
shrink-rap version.  

Sequence of events:

Contacted IBM Direct in February to determine what I needed.  Was given IBM 
part numbers for the individual parts of ADSM that I needed for my environment. 
Was also told by IBM Direct that the product was under the Passport Advantage 
Program and would allow me free upgrades for a year.

I then gave my campus reseller this information and they purchased the product 
from Ingram Micro.

Now I am trying to find out how to get the 3.7 release and I have been told by 
IBM, Tivoli, and Ingram Micro that I am not eligible for a free upgrade because 
I purchased the shrink-rap version.  

I don't know who is at fault here.  All I do know is that I did NOT get what I 
asked for.  I asked for an ADSM solution for my environment and the ability to 
upgrade the product for at least one year.  My site already has the passport 
advantage program.  However what I got is not upgradable and I am now SOL for 
any upgades.

Tivoli Storage Manager is only considered an upgrade if you are on
maintenance or if you purchased it recently. Otherwise you will pay a 50%
upgrade fee.
You may see a V3.7.0.0 and a V3.7.0.1 as we did with the V3.0 release. The
two versions of V3.0 were identical and released at the same time to get
through the various IBM release mechanisms. I don't know whether that will
be different with Tivoli.
